From May 1, multiple important new regulations for the hazardous chemicals transportation industry will come into effect!
The General Administration of Market Regulation and the National Standardization Administration jointly issued GB/T 45236-2025 Code for Construction of Parking Lots for Hazardous Goods Transport Vehicles in Chemical Industry Parks, which officially takes effect on May 1, 2025. The code specifies requirements for the overall planning, site selection, layout, public utilities, safety, fire protection, environmental protection, and informatization construction of parking lots for hazardous goods transport vehicles in chemical industry parks. Chemical industry parks should use advanced technologies such as the Internet of Things (IoT) to implement real-time monitoring of hazardous chemicals transport vehicles entering and leaving the park, enforce measures like time-limited and speed-limited driving, dedicated roads or lanes, and carry out unified management and scientific scheduling to prevent safety risks from accumulating. To alleviate parking difficulties for drivers, chemical industry parks should plan and construct venues that provide short-term parking and supporting services for hazardous goods transport vehicles during loading and unloading operations. Chemical industry parks with significant safety risks from the gathering of hazardous chemicals vehicles should build and strictly manage special parking lots for hazardous chemicals vehicles in compliance with relevant requirements.
GB/T 44705-2024 Cleaning Requirements for Tank Bodies of Road Transport Liquid Dangerous Goods Vehicles, also approved and issued by the General Administration of Market Regulation and the National Standardization Administration, will be implemented as a recommended national standard on May 1, 2025. The new standard provides guidance on seven aspects: pretreatment, steaming, ventilation, cleaning, drying, safety, and environmental protection for hazardous goods tank vehicles, further promoting the safe and orderly development of the hazardous goods tank vehicle steaming and cleaning industry.
In addition, the Hebei Provincial Traffic Management Bureau has decided to launch a special rectification campaign for road traffic safety across the province from now until the end of June, focusing on inspecting hazardous goods transportation vehicles and strictly cracking down on violations such as "overloading, over-limit, over-speed, and fatigue driving", drunk driving, and other illegal acts, with severe punishment for any violations found. The Ministry of Emergency Management, the Ministry of Finance, and other seven departments have jointly issued the Implementation Measures for Work Safety Liability Insurance, clarifying the scope of industries and fields required to purchase work safety liability insurance (WSLI), including hazardous chemicals, transportation, and other high-risk industries. The measures increase the WSLI coverage limit, raising the national minimum compensation limit for death and disability in work safety accidents from 300,000 yuan to 400,000 yuan. Local areas can determine their own minimum limits based on actual conditions above the national standard. Meanwhile, the coverage is expanded to explicitly include all employees of the insured enterprise, including temporary hires and dispatched workers, with the same insurance amount standard for all, regardless of employment methods or job positions. The claim service is also optimized by establishing a rapid claim settlement mechanism and advance payment mechanism for major or typical accidents, ensuring prompt payment or advance payment of confirmed insurance compensation in accordance with laws and contract terms after an accident.
